On 23rd August 1993, a formal agreement was signed between the All Tripura Tribal Force (ATTF) and the Governor of Tripura to restore peace in the state. The ATTF agreed to abandon armed struggle and surrender all weapons. In return, the Tripura Government committed to providing economic rehabilitation, social integration, and addressing long-standing tribal demands. Key Points: ATTF surrendered arms and agreed to cease all underground and violent activities. The Government of Tripura promised: Rehabilitation and government jobs or financial support for surrendered militants. Action against illegal Bangladeshi immigrants post-1971. Restoration of tribal lands under the 1960 Land Reforms Act. Inclusion of tribal-majority villages into the TTAADC. Support for Inner-Line Permit demand. Formation of Village Police Force under TTAADC. Increased ST reservation seats in the ADC to 25. Preservation of Ujjayanta Palace and relocation of the Assembly. Establishment of a Tribal Cultural Centre and promotion of Kok Borok language. Security, housing, and water facilities for surrendered cadres.

MEMORANDUM OF SETTLEMENT

This Indenture made on the twenty-third day of August, 1993,
Between the All Tripura Tribal Force (hereinafter referred to as the "ATTF"), of the One Part,
And the Governor of Tripura (which expression shall, unless excluded by or repugnant to the subject or context, include his successors in office and assigns), of the Other Part.


???? PREAMBLE

Whereas the Government of Tripura has been making concerted efforts to bring about an effective settlement of the problems of the tribals, who are currently a minority in Tripura, and to usher in peace and harmony in areas long affected by disturbed conditions;

And whereas the All Tripura Tribal Force (ATTF) has expressed their willingness to give up the path of armed struggle and violence, and to seek solutions within the framework of the Constitution of India, responding positively to the appeals made by the Government of Tripura;

And whereas, following a series of discussions, both parties have mutually agreed that the ATTF shall surrender arms, end all underground activities, and join the mainstream. In return, the Government of Tripura will provide economic, security, and social rehabilitation as outlined below:


Terms of Agreement

1. Surrender & End of Underground Activities by ATTF

  • (a) The ATTF agrees to bring all its members overground with their arms, ammunition, and equipment within 15 days of signing this Memorandum. This process shall be supervised by the State Government.

  • (b) ATTF will cease all forms of violence and will promote peace and goodwill among Tripura's communities.

  • (c) ATTF will not support any underground or extremist group through training, weapons, protection, or shelter.


2. Responsibilities of the Government of Tripura

(a) Rehabilitation

  • Immediate steps will be taken to resettle and rehabilitate surrendered ATTF members under existing schemes.

(b) Action on Illegal Foreign Nationals

  • Foreign nationals from Bangladesh, who entered Tripura after 25th March 1971 without valid documents, will be sent back.

(c) Land Restoration

  • Land alienated from tribals will be restored under the Tripura Land Revenue and Land Reforms Act, 1960.

(d) Inclusion of Tribal Villages in ADC

  • All tribal-majority villages outside the TTAADC but adjacent to it shall be included in the Autonomous District Council area.

(e) Inner-Line Permit

  • The demand for Inner-Line Permit will be taken up with the Government of India, and Tripura will press for its approval.

(f) Village Police Force

  • The Village Police Force under TTAADC control is acceptable to the State Government. A Constitutional amendment, if needed, will be pursued.

(g) Increase in Reserved Seats

  • The number of Scheduled Tribe reserved seats in TTAADC will be increased to 25 seats, through amendment of relevant rules.

(h) Cultural Development

  • A Tribal Cultural Development Centre (Upajati Sanskritik Vikas Kendra) will be established in the TTAADC area for training and promotion of tribal culture.

(i) Development of Tribal Languages

  • A Bhasha Commission will be created for the improvement of Kok Borok and other tribal languages. These languages will be introduced gradually in schools.

(j) Preservation of Ujjayanta Palace

  • Ujjayanta Palace will be preserved as a historical monument, and steps will be taken to shift the Tripura Legislative Assembly to a new building.

(k) Security for ATTF Leaders

  • The President, Vice-President, Convenor, and four Executive Committee members of ATTF will be given secured housing and personal security, including police escort outside Agartala.

(l) Housing

  • Every surrendered ATTF member will receive a house (220 sq. ft, GCI sheet roof). The cost per house will not exceed ₹20,000, and construction help will be provided.

(m) Drinking Water

  • The State Government will provide drinking water facilities in resettlement colonies of ATTF members.

(n) Employment and Economic Assistance

  • All surrendered ATTF members will be provided with employment based on their qualifications or economic support.

  • Until then, they will receive a subsistence allowance (amount not specified here).
