Public Interest Litigation Filed in Tripura High Court Over Illegal Immigrant Issue
Supreme Court Sr. Advocate Manish Ghosh Swami Says: “Tripura Is Just the Beginning; The Problem Is Now Nationwide”

Agartala, July 10, 2025:
A significant Public Interest Litigation (PIL) has been filed today at the Tripura High Court by two concerned citizens, Dr. Binoy Debbarma and John Debbarma, addressing the growing problem of illegal immigrants in the state and across India.
Representing the petitioners, Senior Advocate Manish Ghosh Swami from the Supreme Court stated,
“This is not just a Tripura issue anymore. The illegal immigrant problem has started here but is now spreading across the country.”
The PIL calls for urgent and concrete steps to be taken to identify and deport illegal immigrants who have settled in different parts of India through Tripura. The plea argues that state and central authorities have failed to implement effective border security and verification mechanisms.
This comes in the wake of the Government of India’s directive issued on May 2, 2025, which asked all states and union territories to implement strict measures for identifying and dealing with illegal immigrants. The directive includes:

Setting up of district-level task forces

Monthly reporting on illegal immigrant actions

Establishment of detention centers for undocumented individuals

Cross-verification of residents’ documents, especially in border regions
Advocate Swami further emphasized that unless there is national coordination and strict enforcement, the issue could have severe social and security implications for the country.
The Tripura High Court is expected to hear the matter in the coming days. The case is likely to become a benchmark for similar actions across other Indian states.
